Mixed Methodology Approach to Sector Skill Studies

The primary goal of the project was to guide the Sector Skills Councils (SSCs) in developing skills strategies for their sectors, based on market data that incorporated their identified vision for each sector.

Leaders International estimated the potential change in skills demand based on hypothetical inputs defined by SSCs and public data sets on national accounts, labor productivity, employment, and trade. It had developed two analytical studies, one for the garment and leather industry, and another for the chemical and cosmetic industry. Both studies analyzed the demand and supply of skilled labor within these industries.

Based on the results, Leaders International had recommended procedures and policies for a tailored supply approach that met the demand and ultimately increased the industries’ capacities.
